There is a little airport in Bedford, but as JACHokies says

it did not take off from Bedford. On the flight page, it says "First seen near bedford". I don't know what that means, but it appears to have been last seen near Elmira, NY about 2 hours earlier after leaving Hamilton NY.

I think this 1963 plane registered to Steven M Williams flying over PSU to Blacksburg is a coincidence.
